Segment III: Create Animal / Wildlife Refuges
The purposes of the wildlife-refuge segment are to provide animal / wildlife refuges; a safe haven for mustangs (wild horses) and burros; migratory birds along flight paths; balanced predator/prey interaction; wetlands for amphibians and fowl; water resources for all wildlife, including fish and shellfish; and animals for land management. Create a domesticated-animal shelter for stray-animal adoption, not breeding, with a strict spay/neuter policy.
The goal is to create an eco-sanctuary for native flora and fauna.
